Do You Qualify for Houston’s Hurricane Harvey Homebuyer Assistance Program?
Find out if you’re eligible for up to $125,000 toward your first home in Houston.

The Harvey Homebuyer Assistance Program 2.0 (HbAP 2.0) is one of the most generous down payment assistance programs Houston has ever offered — but not everyone qualifies. Before you start gathering documents or looking at homes, it’s important to know whether you meet the eligibility criteria.

Below are the main qualifications you need to check off before applying:


📊 Income Limits
Your household income must be at or below 120% of the Houston area median income. These are the current limits for 2024:

  • 1 person: $79,450

  • 2 people: $90,800

  • 3 people: $102,150

  • 4 people: $113,500

  • 5 people: $122,600

  • 6 people: $131,650

If your total household income falls under the amount for your household size, you’re off to a great start.


🏡 First-Time Buyer Status
You must be a first-time homebuyer or someone who hasn’t owned a home in the last 3 years. If you’re replacing a home lost in Hurricane Harvey, you may also qualify.


📍 Lived in Houston During Harvey
You must have lived within Houston city limits on August 25, 2017 — the date Hurricane Harvey made landfall. You’ll need documentation to prove it.


Legal Status and Safety Requirements
You must be a U.S. citizen or legal permanent resident
You must not be a registered sex offender


📘 Required Education Course
You’ll need to complete an 8-hour HUD-approved homebuyer education course before you submit your application. Pop Realty can help you get started on that step right away.


💳 Debt and Credit Requirements
The program does not require a specific credit score, but your credit history will be reviewed.
Your debt-to-income ratio must meet the program’s limits:

  • 33% or less for your housing expenses

  • 45% or less for your total monthly debts


💵 Minimum Contribution
You’ll need to contribute at least $350 of your own funds toward the purchase — such as for your inspection, appraisal, or part of your down payment. But there are no participation fees paid to the City.
